My album folders contain a folder.jpg file. Neutron isn't showing the album art? I could of sworn it did prior to the latest update, 1.31

Hmm... what about 1.31.1 version? I checked on my devices and album art gets loaded, including JPG format.

Ah.. yes currently album art is not shown in album list (like in many other players). It will be implemented although along with automatic downloading of missing artist/album art. Just need time to do all this 
My initial efforts were thrown to audio features and UI mechanics, so other shiny things will come later but for sure will be implemented.
