I was finally able to get it to work. I uninstalled then reinstalled Neutron, then I let it choose the source folders automatically. Next I selected Sources, then Network, where I long pressed #1, which seemed to activate the internal FTP server. Before I had set up Neutron from the beginning not to choose the Source folders automatically, and Network would never start the internal FTP server. It seems like the internal FTP server is somehow tied to that automatic Source folder setting at the initial setup. This is the only way I have found to have offline internal folder access on iOS 11. I'm happy now to be able to use Neutron on my iPhone 7 Plus.

To play iTunes music and podcast and audiobooks on Neutron Player for iOS, you need to know that Apple apply DRM encryption technology in its digital media files, like M4P music, audiobook as well as Apple Music.
If you'd like to listen to iTunes audio files on Neutron player, you need to use Best Audio Converter to convert Apple Music to MP3 that compatible with Neutron player while removing DRM protection from iTunes files.
