I was finally able to get it to work. I uninstalled then reinstalled Neutron, then I let it choose the source folders automatically. Next I selected Sources, then Network, where I long pressed #1, which seemed to activate the internal FTP server. Before I had set up Neutron from the beginning not to choose the Source folders automatically, and Network would never start the internal FTP server. It seems like the internal FTP server is somehow tied to that automatic Source folder setting at the initial setup. This is the only way I have found to have offline internal folder access on iOS 11. I'm happy now to be able to use Neutron on my iPhone 7 Plus.

For this situation, you can use iTunes Video Cracker to remove DRM protection from iTunes movies and TV shows, then you can use any local video player to play iTunes videos with ease.
If you like to listen to iTunes music, you should turn up to Apple Music Converter for Mac.

Honestly speaking, I think this is not Neutron's bad, though I wish it can play local music on iPhones and iPad models. But the fact is Apple has severe restriction on this, which is also a common case for other apps, including not only those music apps but also other types of apps.
